The Former President's Woke Alarm Overlooks Europe's True Danger: Economic Stagnation.

The recent US national security strategy presents a flawed assessment of the European Union. It claims that unrestrained immigration and so-called "woke" policies pose an existential risk to European civilization. Yet, this perspective rests on a serious misreading of the reality. The true danger facing Europe is not cultural but technological and economic backwardness.

A Glaring Economic Gap Between Europe and the US

Statistics paint a sobering picture. Between 2008 and 2023, American economic output surged by eighty-seven percent, while a paltry thirteen and a half percent growth for the EU. Over this period, EU GDP per capita fell from over three-quarters to just 50% of the American figure. Strikingly, even the poorest US state now has a higher per capita income than major EU nations like Italy and France.

Currently, about 50% of the global top fifty tech companies are American, while a mere four are from Europe.

The Technological Shortfall: The Core Question

This widening disparity stems from stronger efficiency gains in the US, largely due to breakthroughs and better use of resources. The landscape of world technology leadership is overwhelmingly US-centric. In the last five decades, hundreds of American startups have scaled into enterprises valued at over ten billion dollars, versus just 14 in Europe.

This disparity raises a pressing issue: In the race for future industries like AI, semiconductors, and fusion energy, where does the EU stand? Experts widely agree it is essentially a contest between two between the US and China, with European nations entering at a significant disadvantage.

Underlying Factors of Europe's Innovation Gap

Several key factors explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic network for funding startups. The EU has yet to establish a genuine capital markets union, a factor that limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder European business. A American entrepreneur can launch a service under a single set of laws to access a market of over 330 million. The European Union, despite a bigger population size, is divided among twenty-seven different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically viewed with penalties, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, there are reasons for hope. Policymakers are growing more conscious of the existential challenge and have started to propose substantial change. Key analyses on EU competitiveness and the internal market point to the need for major changes.

With the right policies and rule changes, Europe's strengths could support far greater degrees of commercial innovation.

Europe still possesses significant advantages: high-quality workforce, excellent education systems, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these foundations could unleash a new wave of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in creating cutting-edge technologies, it can still dramatically boost economic output by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now stands at a critical crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, Europe's slide in innovation has been steady. However, if it fails to take bold steps to address its structural weaknesses, today's slow erosion could turn into a rapid and permanent decline in global economic relevance.
